Creative Commons Attribution 4.0 International (CC BY 4.0). You may copy, adapt, translate and build commercial products on the framework. Give attribution, name the version, and do not imply that we endorse what you built.
Use requires no fee, no account, and no relationship with any training or certification body
There is nothing to sign, nobody to ask, and no partner to go through. If someone tells you that using this framework requires their licence, their membership or their approval, they are misrepresenting it. The only thing you cannot take for free is the claim that you conform — that has conditions, on the conformance page.
Four places you will need it, written out
Attribution must name the framework, the version, and where it came from. Beyond that the wording is yours; these are the versions we would use, adjusted for the space each medium gives you.

The licence governs the words: statements, indicators, definitions, this documentation. It does not govern our name, our logo, the conformance seal, or the assertion that something conforms. Those are covered by the trademark policy, and that is a deliberate separation: if the claim were as free as the content, the claim would be worth nothing.

No. Reproduce all of it if that is useful, with attribution and the version named. You do not need to tell us.
Yes, at any price you like. The licence has no commercial restriction and we take no share.
Yes. You may not say verified, reviewed, approved, accredited or quality assured unless you hold the tier that permits it.
No. An identifier means one specific competence permanently. Modify the wording and you have written your own statement; give it your own reference.
Not to use the framework. Yes, to make a listable conformance claim at any tier, including Tier 0.
