A benchmark measures performance on the benchmark. Treating that number as evidence of fitness for a particular task is the most common assurance failure in current practice.
Articles
Explanation, reasoning and worked practice, bylined and dated. Written by the people who made the decisions being explained, because nobody outside this organisation can write those pieces.
Nothing here is part of the specification. Articles are bylined, may be revised, and carry no normative weight. The formal record — releases, consultations, conformance decisions, recusals — is at Notices, and is never merged with this stream.
8 articles published · 6 commissioned and unwritten · 4 authors, each with declared interests · non-normative throughout

The four tiers in plain language, and the exact wording each one permits. Tier 0 is a declaration; only Tiers I and II involve us reading anything.
Two tests that settle most level disputes: who chose the approach, and what happens when the situation is not the one the procedure anticipated.
D8 exists as a domain because a lens applied across the other seven domains would have been invisible in every coverage map. The choice has real costs, stated here.
Taught and assessed are different claims. The gap between them is where a coverage map is most often used to imply something it does not say.
An identifier is a contract with every credential that cited it. Renumbering would silently change what those credentials claim, years after they were awarded.
Courses teach people to produce output and stop there. The competence that determines whether the output is usable is left to be picked up on the job, if at all.
Why one framework and not one per certification
Every awarding body could publish its own competence framework, and several have. The layer model exists because per-credential frameworks fragment the thing they claim to standardise.
What each type is, and which carry a stronger warning
Commentary and Review carry the stronger banner because they are argument rather than explanation. Type tags are drawn in steel, not in the status colours: these are categories, not states.
6 articles commissioned and not yet written
These are commissioned and unwritten. They are listed rather than published as stubs, because an article that does not exist is not a page.

Why agent security is an extension rather than a ninth domain.
Tool neutrality and its cost.
